Procedures for the Executive Decision Process
This information was created to give step-by-step guidance on how the Executive Decision Process works and how to move a proposal through it using the Aviation Safety Policy as a case study.

Step 1: Present the proposal to the relevant Council(s)

All proposals must first undergo the review of all relevant councils for feedback. Any proposal involving funds must receive approval from the CFO Council before presenting to the NEP.
A council may decide the proposal needs further research and development before being presented to the NEP.
To determine which Council(s) a proposal should go through, see the Terms of Reference and contacts for all NOAA Councils.
If the council(s) agrees the proposal is valuable, it sponsors it to be presented to the NOAA Executive Panel (NEP) for review and feedback.

Step 2: Present the proposal to the NOAA Executive Panel

As soon as permission is received from a council or AA, contact the Decision Coordination Office to be added to the agenda for a NEP meeting.
Presenters must provide an electronic copy of their presentation, Issue Assessment, and other preview materials to DCO at least 5 business days prior to the NEP meeting.
Presentations and Issue Assessments must be in the standard NOAA briefing formats.

Step 3: Present the proposal to the NOAA Executive Council

As soon as permission is received from the NEP, contact the Decision Coordination Office to be added to the agenda for a NEC meeting.
Presenters must provide an electronic copy of their presentation, Issue Assessment, and other preview materials to DCO at least 5 business days prior to the NEC meeting.
Presentations and Issue Assessments must be in the standard NOAA briefing formats.

Virtual NEC/NEP meetings

When decision time is critical, a Virtual NEP and/or NEP may be used to in lieu of a physical meeting.
The same regulations and templates are used for Virtual NEP/NEC.
