Procedures for the Executive Decision Process
This information was created to give step-by-step guidance on how the Executive Decision Process works and how to move a proposal through it using the Aviation Safety Policy as a case study.

Step 1: Present the proposal to the relevant Council(s)

  • All proposals must first undergo the review of all relevant councils for feedback. Any proposal involving funds must receive approval from the CFO Council before presenting to the NEP.
  • A council may decide the proposal needs further research and development before being presented to the NEP.
  • To determine which Council(s) a proposal should go through, see the Terms of Reference and contacts for all NOAA Councils.
  • If the council(s) agrees the proposal is valuable, it sponsors it to be presented to the NOAA Executive Panel (NEP) for review and feedback.
